We have an immediate opening for a permanent Senior Business Analyst to join our Services Management team within our ITS Division. The Senior Business Analyst is a dynamic, professional position that provides planning, business analysis, project management, implementation support and client support services for BCA program areas. The position leads and supervises a variety of projects and enterprise-wide operational initiatives in order to meet the needs of our customers and ensure business systems are aligned with BCA's organizational goals. We are looking for a strong analyst with technical expertise and leadership skills to join our dynamic team!

Key responsibilities include:

  • Leading the planning and management of multiple systems (or other types of) projects, specifically BCA’s core product – the Assessment Roll and Notices, including defining the objectives, priorities, timelines and resource requirements and leading systems professionals for the development of new or enhanced products and services for internal and external customers.
  • Providing consultation and recommendations to management on business solution approaches, risks, efficiencies, and costs for important corporate initiatives.
  • Ensuring client requirements and priorities are understood and met throughout the systems development life cycle (e.g. change management, problem resolution, acceptance testing, implementation and post implementation reviews).
  • Developing and maintaining relationships across the organization and with BCA’s internal and external customers with respect to planning, project management and delivery, maintenance, and enhancement of products and services.
  • Supervising staff including assignment of work, development of performance development plans, performance evaluation and approval of time allocation (i.e. time reporting, absences, authorized leave).

To be successful in this role:

You must possess knowledge in three key subject areas: IT standards, business analysis and project management. You need to be an analytical, system-based thinker that is able to synthesize complex information in order to understand issues and be able to identify options, plan resources and make sound decisions as a leader within the organization. You need to enjoy the challenge of breaking apart complex tasks and projects as well as have the skills to manage change and overall projects from start to finish – including project coordination, estimating, monitoring, and documentation. 

Relationships are key to the success of this role! You must be able to work with a wide variety of people, build teams, and support cross-functional teams within the organization. This role requires strong verbal and written communication skills (both technical and non), as well as facilitation skills to conduct planning and requirements gathering sessions with relevant stakeholders. We require someone that is able to tailor their messages to be widely understood, and be persuasive and collaborative in their approach to highlighting options and solutions that are best for the organization.

This position is included in the bargaining unit. BC Assessment intends to establish an eligibility list for this competition.

  • Compensation: $81,750.39 - $96,16.57 (plus 6.25% TMA)

Education

  • University degree in computer science, systems business analysis, information management, software engineering, or equivalent. University degree in business administration or finance (plus related IM/IT courses) will be considered.
  • Completion of BA certificate in Business Analysis or equivalent certificate.
  • Completion of PM certificate or certified Project Management Professional would be an asset.


Experience

  • Six years recent, related work experience in all phases of project development life cycle.
  • Experience with supervising staff, including performance reviews, is preferred.
  • Directly related work experience including being responsible for the setting of priorities, and management of IT system and other project deliverables.
  • Experience in business and technology planning, and complex (multi-faceted, multi-stakeholder) project management in a public sector environment is preferred.
  • Property assessment/appraisal, facilitating to groups of people, developing test strategies and test designs, and applying adult learning methodologies and developing training/educational materials is preferred.

Note: An equivalent combination of education and experience may be considered, and lesser qualified applicants may be considered for appointment at a lower level with the following qualifications:

  • Four years recent, related work experience in all phases of project development life cycle.
