Legislation and Policy Analyst (Continuous) 

Legislative & Regulatory Services

 

POSITION FUNCTION

Performs functions related to research, policy, analysis, planning, report writing and project management related to City policies and legislation on a broad range of corporate and community issues.

 

KEY DUTIES

  • Oversee complex policy, program and legislative development projects by conducting research and analysis of corporate policies and legislation, and evaluate programs, policies and legislation to ensure currency and relevance
  • Identify emerging issues with policy, legislative and program implications for the City
  • Develop policy options and recommend alternatives
  • Define the scope and requirements of major projects
  • consult/facilitate consensus amongst stakeholders
  • Develop implementation plans for program and policy changes; draft proposed changes to policy and legislation in consultation with senior staff and legal counsel; prepare and present briefing material and other reports; identify, collect and analyze qualitative and quantitative data using various methodologies.

Provide information and advice to senior management and staff regarding policy and legislative matters, the preparation of operational and work plans, and the establishment of performance measures; monitor and assess the implementation of Council decisions; respond to queries verbally or in writing; research policies and innovations in other jurisdictions; provide support to Committees of Council as required, including participating in meetings, developing reports/recommendations, presentations and communication materials; participate and represent department in various working groups and forums; organize meetings and deliver presentations to internal/external groups; liaise with the public/community stakeholders.  

 

Represents the department in internal corporate and departmental planning and reporting functions, and may be requested to substitute in a more senior position from time to time, including attending meeting of Council and Committee of the Whole in the absence of the Deputy City Clerk.

 

Perform other related duties.

  • Work is performed according to established procedures and is assigned by supervisor.
  • Work is reviewed through discussion with supervisor.
  • Issues such as deviations from policy and established procedure are discussed with supervisor.

 

 

WORKING CONDITIONS

  • Long periods of intense concentration while writing reports, and compiling and analyzing information/data and conducting research. (often)

Visual/Auditory Effort:

  • Focus on a variety of source data and computer for short periods. (often)

Work Environment:

  • Office.

 

KEY SKILLS AND ABILITIES

  • Organize and prioritize work.
  • Understand and apply the principles and methods of policy analysis and development, data analysis, research, strategic and operational planning and performance measurement.
  • Demonstrated proficiency in Microsoft applications, including Word, PowerPoint, Excel, Outlook and SharePoint.
  • Synthesize and analyze information and compose reports and documents.
  • Coordinate projects and develop related work/action plans.
  • Interpret policies, legislation and regulations.
  • Coordinate/facilitate workshops and deliver presentations.
  • Establish and maintain effective working relationships.
  • Represent the City to the public and outside agencies.

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

  • University undergraduate degree in public administration, social sciences or related discipline.

Experience:

  • 3 years of related experience, including experience in policy development, legislative analysis, or strategic/business planning or an equivalent combination of education and experience.

 

OTHER:

Maintain an up-to-date knowledge of relevant legislation and regulations.

May be requested to substitute in a more senior position.

 

Work schedule: Monday - Friday, 35 hour work week

$47.64 per hour, Pay Grade 16
