Construction Program Coordinator (Continuous Term – up to 2 years) 

Engineering & Public Works Department

 

POSITION FUNCTION

Schedules, coordinates, reviews and reports on the construction programs for the Bicycle Master Plan.

 

KEY DUTIES

Schedules, coordinates, reviews and reports on construction, rehabilitation and repair projects associated with the Bicycle Master Plan. Prepares final construction budgets, coordinates expenditure tracking and projections for projects and related activities.

 

Provides technical support on road condition assessments and inspections, bridge inspections, sidewalk and concrete works assessments, street lighting and traffic signal maintenance, project estimating, and coordination.

 

Liaises with design team on project design, preliminary estimates, construction methods, specifications and standards to ensure constructability and the ability to be properly maintained. Review tenders and specifications received and provide recommendations. Coordinates all project circulations with key stakeholders including Public Works ensuring that feedback is provided. Assists with the development of the annual capital construction schedule coordinated and in consultation with other divisions and departments.  

 

Attends site construction and reviews progress to confirm compliance with designs, specifications, requirements, schedules and safety standards. Works closely with the Transportation and Engineering Divisional design teams, Public Works operations teams and others to co-ordinate, construct and complete projects according to pre-determined standards. Monitor expenditures; identify the need for funds on additional work and track changes to projects and budgets. Review and approve completed work by contractors and authorize payments. Maintain written and digital records of project costs, project progress and other project management data; prepare progress reports.

 

Liaise with and provide information to departments, community associations, outside agencies and the public on project requirements, progress and budget as appropriate. Provide post construction and annual reports to appropriate City staff. Respond to enquiries from the public and internal sources.

 

Assess and make recommendations in the selection of external consultants, contractors and engineers. Negotiate and resolve disputes and represent the City in mediation-arbitration as required.

Understand Prime Contractor protocol where required. Initiate Notice of Project with WorkSafe BC and others as required.

 

Perform related duties where qualified.

 

INDEPENDENCE

Work is generated by annual operating budget objectives, capital plan and construction requirements and is reviewed through meetings with and reports to the Supervisor and Manager.

Issues such as deviations from departmental policy, unusual or complex problems, and budgetary items are discussed with Supervisor and Manager for approval.

KEY SKILLS AND ABILITIES

Self-organize and prioritize the work of a unit.

Understand and apply the principles of project management, and construction administration.

Knowledge of civil engineering, survey and design standards. (MMCD)

Working level operation of current City word processing, spreadsheet, AutoCAD and related specialty software.

Read and interpret engineering drawings, reports, standards and specifications.

Ability to compile and prepare statistical and narrative reports and correspondence as required.

Maintain accurate records.

Establish and maintain effective working relationships.

Superior written and spoken communication skills

Represent the City to the public and outside agencies.

Work safely on job sites.

 

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

High school graduation.

Diploma of Technology in Civil Engineering or courses related to civil engineering design, survey and drafting. (2 years)

Contract Administrator course. (MMCD) (16 hours)

Project Management Institute Associate intermediate courses or equivalent. (23 hours)

Eligibility to apply for membership in the Applied Science Technologist and Technicians of BC.

Current and valid Class 5 B.C. Driver’s License.

Experience:

4 years of related experience or an equivalent combination of education and experience including project management, estimating and construction administration.

or an equivalent combination of education and experience.

 

OTHER:

May be requested to substitute in a more senior position.

 

Work schedule: Monday – Friday, 35-hour work week

$43.20 per hour, Pay Grade 14
